MARINE CORPS MANPOWER DATA ANALYST

Position Description:

Claxton Logistics Services LLC, a leader in the professional services community, is looking for qualified Marine Corps Manpower Data Analyst to join our team.  The Analyst will apply their knowledge and experience in Marine Corps manpower management philosophy, policies, and procedures while data mining systems such as Operational Data Store Enterprise (ODSE), Total force Data Warehouse (TFDW), Marine Corps Total Force System (MCTFS), MCTIMS, MCRISS, Marine Reserve Order Writing System (MROWS), Total Force Structure Management System (TFSMS), Discrimination and Sexual Harassment Report (DASH), Joint Advertising Market Research Studies (JAMRS), Positive Behavior Intervention Supports (PBIS), or 3270 systems.

Primary Duties:

  1. Assist in the gathering, analysis, and validation of requirements by coordinating resources and providing production oversight within the scope of integration efforts.
  2. Assist in tracking the flow of Marines through various pipelines to the Operating Forces and then following an individual’s career progression from unit, B-billet, career progression schools, promotion, injury rates, discipline issues, and finally departure from the Marine Corps.
  3. Provide an assessment of previously restricted PMOS production; enlisted Marines in a previously restricted MOS; and by unit assigned snapshot that details integration efforts.
  4. Review Recruiting data of active and reserve component females into previously restricted PMOS and units using Marine Corps Recruiting Information Support System (MCRISS) and other information systems to determine eligibility of Poolee to qualify for training.
  5. Analyze and Interpret student progress data resident in the Marine Corps Training and Information Management System (MCTIMS) and other information systems to determine status of Marines in training.
  6. Review production pipeline to identify potential barriers to production and to identify potential areas that may need to be reviewed.
  7. Conduct analysis of daily/weekly/monthly data extracts from established Marine Corps databases (such as Operational Data Store Enterprise (ODSE), Total force Data Warehouse (TFDW), Marine Corps Total Force System (MCTFS), Marine Corps Training Information Management System (MCTIMS), Marine Corps Recruiting Information Support System (MCRISS), Marine Reserve Order Writing System (MROWS), Total Force Structure Management System (TFSMS), Discrimination and Sexual Harassment Report (DASH), Joint Advertising Market Research Studies (JAMRS), Positive Behavior Intervention Supports (PBIS), or 3270 systems) to collect accurate health production data and present the data for analysis and decision making. All database extracts must be accessed from a .mil domain.
  8. Provide both past and current personnel metrics for reporting data supporting production rate flow which allows for detailed analysis and replication.
  9. Update databases and SharePoint, as required, in order to reflect current throughput status.
  10. Provide supporting efforts to other reports that are required for analysis or new areas that require datamining and analysis.
  11. Perform other duties as required.

Education/Experience/Qualification:

  • Have an understanding of related military work experience in research regarding national military strategy, Marine Corps and Department of the Navy operations, Joint and combined doctrine, operations concepts, liaison and coordination with allies, industry and academia. Must demonstrate the ability to apply emerging doctrine and tactics from formal doctrinal changes, Force XXI initiatives or systems design and development.
  • Have knowledge of Marine Corps doctrines, values and ethos, leadership traits and principles and the culture of leadership within the Marine Corps is desired.
  • Have the ability to derive and present statistical data in logical spreadsheets, with graphs, for briefing or presentation to Senior leaders.
  • BPI certification for one or more personnel (Delphi, Lean-Six Sigma, or equivalent) with documented experience using Business Process Improvement (BPI) and Continuous Process Improvement (CPI) principles to identify areas for efficiency improvements is required.
  • Documented experience using or understanding at least one of the following; ODSE, TFDW, MCTFS, MCTIMS, MCRISS, or AHLTA database management systems is preferred.  Any additional documented experience using MROWS, TFSMS, DASH, JAMRS, SORTS, PBIS, or 3270 database systems is desirable.
  • Be able to produce consistently reliable products.  Proficiency in Microsoft Office Suite software products for reporting purposes, as required.
  • Be familiar with Structured Query Language (SQL) programs for standard database management practices.  At least one (1) of contractor’s personnel must have expert competency in Tableau and/or RStudio, DOD preferred system analysis tools.

Active DoD Secret Clearance a must.
